1. What makes an animal "endangered"? In what way should these animals be protected? Who should protect them? How? In what way should people and/or property be protected?

2. Should people be punished for "harrassing" endangered animals? Why or why not? Is jail time justified? Defend your answer.

3. How should things be handled if unwanted endangered animals are on your property? Do you agree with the court decision that allowed Bruce Hughes to develop his land and drive the prairie dogs away?

4. Explain private property rights. Can these rights still function in situations with endangered animals? How? Which is more important, the animals or someone's rights? Who decides?
